Campus total defense (CTF) is an initiative commissioned by the Swedish government. The aim for CTF is to build an alliance of Swedish universities that shall contribute with research and education of importance for Swedish total defense.
The Swedish Defense University leads CTF, in cooperation with Luleå university of technology and Örebro university. CTF is organized into 12 knowledge-areas, one of which is Arctic and Space. Luleå University of Technology leads the Arctic and space theme, which also includes scholars from Umeå university, Swedish defense university, Chalmers institute of technology, Mid Sweden university, Örebro university and Linköping university.
Our task is to map needs for research and education concerning the Arctic and space, that are of special importance from a total defense perspective. We began this work in the autumn of 2025, by organizing two workshops – one on space, one on the Arctic. The workshops have included university scholars and different stakeholders.
The management of the CTF has comissioned Luleå University of Technology to explore how CTF could cooperate with universities internationally, using the Arctic six collaboration on Arctic security as a model. For this purpose, we will organise a workshop with representatives of all the Arctic six universities.
Examples of topics relevant to Arctic security are food security, critical raw materials, energy, transportation and communication, resilient communities, Sami and Kven in total defense, climate and technology, including military.
